Geographical Scope

The primary scope of Dholera SIR encompasses an enormous area of 920 square kilometers, making it one of the largest planned city developments globally. The region is strategically positioned to become a central node in the Delhi-Mumbai Industrial Corridor (DMIC), India's premier industrial development initiative.

Development Phases

The future of Dholera is unfolding through meticulously planned phases over a 30-year horizon, stretching up to 2040:

  • Phase 1 (2016-2025): Focused on the 22.5 sq. km Activation Area, where trunk infrastructure is now complete, acting as a crucial demonstration zone. Includes Town Planning Schemes TP2 and TP4.
  • Phase 2 (2025-2030): Currently underway, focusing on scaling up industrial and residential development across key Town Planning Schemes (TP3, TP4, and TP5) and establishing external connectivity.
  • Phase 3 (2030-2040): Finalizing development across the entire region, ensuring balanced growth across all 22 villages within the SIR.

Integrated Ecosystem

The scope includes developing a complete ecosystem—not just industrial parks, but also world-class residential, commercial, and social infrastructure—all built from the ground up on principles of sustainability and digital governance.

Industrial Scope

  • Semiconductor fabrication plants (Tata Electronics-PSMC facility: ₹91,000 crore investment)
  • Electronics manufacturing services (Jabil Inc.: ₹1,000 crore investment)
  • Renewable energy manufacturing (ReNew Power solar cell plant: ₹870 crore investment)
  • Industrial gas hub (INOX Air Products: ₹500 crore Electronic Specialty Gas Hub)
  • Logistics and warehousing facilities

Social Infrastructure Scope

  • 200-bed multi-specialty hospital (₹170 crore allocation)
  • Integrated school complex (₹170 crore allocation)
  • Fire and emergency station (₹25 crore allocation)
  • Administrative and Business Centre (ABCD Building) - 36,000 sq. meters
  • Business and Exhibition Centre (BEC) within ABCD Complex

Environmental Scope

The development is planned to be an IGBC Green City (Platinum rated), with a dedicated Green Energy Zone (in TP6) for large-scale solar and wind power generation, ensuring a minimal carbon footprint and self-sufficient energy supply through the 5,000 MW Dholera Solar Park.

Population and Employment Scope

Dholera's future is intensely urban, anticipating a total population of over 2 million people and the creation of more than 800,000 jobs upon full completion. This massive influx requires robust social infrastructure, including planned zones for educational institutions, healthcare facilities, commercial business districts, and diverse residential townships.
