These 22 villages represent the historical and cultural heritage of the Dholera region. As the smart city develops, residents are being integrated into modern housing with enhanced amenities while preserving community bonds. The combined population of approximately 34,000 residents (as per 2011 Census) forms the foundation of Dholera's future urban population, projected to exceed 2 million by 2040.
Through the Town Planning (TP) Schemes, the DSIRDA utilizes a unique land pooling (reconstitution) mechanism to develop modern infrastructure without traditional government land acquisition. Under this system, land from various owners is consolidated, planned with essential utilities and roads, and then redistributed back to the owners as "Final Plots." While owners receive smaller plots—as the Authority retains about 40-50% of the land to build and fund public "Trunk Infrastructure"—the value of the remaining land typically increases due to the world-class amenities provided.
